الملخص :

تُعدّ ظاهرة المخدرات من أخطر التحديات التي تواجه المجتمعات المعاصرة، لما تسببه من آثار سلبية عميقة تطال الفرد والأسرة وبنية النظام العام. وقد واجهت الدول هذه الظاهرة من خلال منظومات قانونية تفرض عقوبات صارمة، بالتوازي مع توظيف المبادئ الدينية والأخلاقية كوسائل وقائية.

ينطلق هذا البحث من فرضية مفادها أن التكامل بين التشريعات الدينية، لاسيما الإسلامية، والتشريعات القانونية يشكل إطاراً متكاملاً لمكافحة آفة المخدرات. فبينما تحرّم النصوص الدينية تعاطي المخدرات لما فيها من ضرر على العقل والجسم والمجتمع، تسعى القوانين إلى ضبط الظاهرة من خلال العقوبات والتنظيمات الإجرائية.

كما يسلط البحث الضوء على الأثر الإيجابي لهذا التكامل في تعزيز الأمن المجتمعي، من خلال حماية الصحة العامة والحد من الجريمة ومنع الانهيار الاجتماعي والاقتصادي. ويبرز كذلك دور المؤسسات الدينية والتشريعية، والإعلام، والتثقيف القانوني والديني، في الوقاية والعلاج، مع التركيز على برامج إعادة التأهيل وإدماج المدمنين في المجتمع.

Abstract :

The phenomenon of drug abuse is among the most serious challenges threatening modern societies, due to its profound negative impacts on individuals, families, and public order. Nations have sought to confront this issue through legal systems that impose strict penalties, alongside the use of religious and moral principles as preventive tools.

This study is based on the hypothesis that the integration of religious—particularly Islamic—teachings and legal frameworks constitutes a comprehensive strategy to combat the spread of drugs. While religious texts prohibit drug use due to its harmful effects on mind, body, and society, legal systems aim to control the phenomenon through criminal sanctions and procedural regulations.

The research highlights the positive role of this integration in enhancing community security by protecting public health, reducing crime, and preventing social and economic collapse. It also emphasizes the role of religious and legislative institutions, media, and both legal and religious awareness in prevention and rehabilitation, with a focus on reintegrating addicts into society through supportive programs.
